Development of Creative Industries Through Regional Support Systems for Visiting Film Crews

On October 25, 2023, a scientific seminar was held at the Laboratory for Management in Culture and Tourism. During the seminarAnton Kospolov, research intern of the Laboratory and a second-year student of the Master’s Programme in «Urban Development and Governance» at HSE University in St. Petersburg, shared the results of his study on the effectiveness of film rebate practices.

Anton discussed models of support provided by regions for incoming film crews, as well as how to: 1) assess the effectiveness of financial support for film production in terms of its benefits to the region, 2) track the impact of films shot in the region on the development of local creative industries, 3) analyze the role of these films in advancing the local film industry. He noted that in various regions the share of expenses in the sphere of creative industries ranges from 36% to 62%. The researcher also categorized the frequency of different non-financial support tools into three groups: hits, common and unique. His presentation was followed by a discussion regarding the future development of this ongoing research.

“Seminar is an excellent format for interaction. It allows students to discuss emerging research questions with senior colleagues and find new methods for addressing them. In turn, laboratory staff can get acquainted with interesting and relevant research and explore different approaches to study their fields of interest. I received valuable feedback during the seminar that will be useful for my future academic works, especially for my final year project”.
